fix(conf): 注册/idfile+/download媒体下载路由(startswiths,对齐sage/ragserver)+rp.json补/idfile/**通配权限——生成的视频下载401(无通配权限行)且404(路由未注册)双层根因根治;测试机已就地同步并实测外网匿名下载200(2.8MB mp4)
